E-learning contents about intellectual property rights that are ‘Made in Korea’ will be used as educational materials for worldwide patent offices.


Upon the request of the World Intellectual Property Organization (WIPO), an international organization affiliated with the UN, KIPO (Commissioner: JUN, Sang Woo) completed development of e-learning contents for intellectual property rights. The contents cover application and administration process of the Patent Cooperation Treaty (PCT) and will be provided to worldwide patent offices through WIPO.


※ PCT (Patent Cooperation Treaty):
PCT is a multinational treaty that unifies and simplifies the process of international patent application. As of July 2006, 133 countries entered the PCT. Korea had entered the PCT in 1984.


Also called the “PCT Step-by-Step Manual”, the manual systematically details general administration processes (such as reception, examination, management of application documents) regarding patent/utility model rights applications received by worldwide patent offices through PCT.


The manual uses a multimedia format that includes sound, animation, and motion pictures. E-learning was chosen because it increases educational results when compared to use of conventional textbooks.

WIPO has praised the completeness and development level of the contents, and requested that KIPO translate them into Spanish and French. Currently, the e-learning is available in English.


The contents were developed by Korea Invention Promotion Association (KIPA), acknowledged by WIPO for its experience in developing digital contents and providing e-learning education on intellectual property rights. The finished product will be provided to worldwide patent offices through WIPO.

Based on its established competitiveness in e-learning for intellectual property rights, KIPO is planning to confirm its position as a leader in the field. By building a strategic cooperation relationship with WIPO, the office is planning to export digital contents that are ‘Made in Korea’.
